SYDNEY, Aug 28 AAP - NSW Premier Barry O'Farrell says he will use "every possible option"
to ensure the government's anti-graffiti legislation is passed in the upper house.
Mr O'Farrell said he will be "applying the blowtorch" to the 21 upper house MPs who
amended his tough graffiti laws last week.
"Every time there's a new graffiti attack that costs taxpayers dollars, Labor, Greens
and Shooters Party MLCs should hang their head in shame," Mr O'Farrell told reporters
in Sydney on Sunday.
Under the proposed laws, all young graffiti vandals would face court and magistrates
would have the power to strip offenders of their driver's licence.
However, both provisions were removed under amendments proposed by the state opposition
and supported by the Greens and Shooters Party.
Mr O'Farrell re-introduced the legislation to parliament on Friday.
Labor, the Greens and the Shooters had formed "an unholy alliance", Mr O'Farrell said.
"What they did was rip the heart out of the bill.
"...They had issues that was all about politics, they were trying to show that they
could block a piece of legislation."
When asked of he was prepared to use every parliamentary power, including free conferencing
to ensure the bill goes through, Mr O'Farrell said, "We will use every possible option".
Under parliamentary rules, when a bill can't be resolved, a "free conference" is called
in which five MPs from each side sit down to negotiate.
Mr O'Farrell denied he was afraid the government would have trouble passing further
legislation in the parliament.
"We've had one bill gutted. Yes, I'm angry, as is the community...
"(but) it speaks nothing of the legislative program to date or on the future.
"...What I have is a determination to remind the public of the sheer bastardry of Labor,
the Shooters, the Greens last week in standing in the way of tough legislation to stamp
out graffiti attacks across our community, attacks that are costing our state $100 million
a year."

BRISBANE, Feb 16 AAP - Reports that the second draft of the federal government's mining
tax sacrificed $60 billion in revenue over a decade should not surprise anyone, federal
Treasurer Wayne Swan says.
Mr Swan said that when the details of the Mineral Resources Rent Tax (MRRT) were published
last July, the government made it clear it would raise significantly less money than the
first proposal.
"The revenue that flows from the MRRT is still strong," he told reporters in Brisbane
on Wednesday.
Ten-year projections were also subject to many variables, Mr Swan said.
"A 10-year projection is not one that you can necessarily say is holy writ," he said.
"It's highly variable, highly subject to change, effected by a range of factors.
"In the medium term, we have the revenue to achieve the objectives that we've put in
place for the MRRT and that will be achieved as this legislation goes to the parliament
and is passed."
Reports of the cost of the re-jigged mining tax came as BHP Billiton announced a record
Australian corporate half-year profit of more than $10 billion.
Mr Swan said it demonstrated why the government had fought hard for the tax.
"It was pretty clear that we were not going to get the original proposal through, it
was very clear that we needed to design a tax with different features, which did raise
less revenue," he said.
"But what you will see in terms of the future of the resource industry is that it is
very strong, that's why Australia does need a resource rent tax."

CANBERRA, Dec 2 AAP - Retailers are feeling glum this Christmas, even though they can
expect a slightly more profitable sales period than this time last year.
The Australian Retailers Association predicts sales to top $39.9 billion between mid-November
and Christmas Eve, up from the $38.5 billion in same period in 2009.
The association executive director Russell Zimmerman said the global financial crisis
still has consumers treading lightly.
"This year has been tough for retailers with consumers still suffering from a post-GFC
hangover and being very careful about opening their purses," he said in a statement.
More than 60 per cent of retailers surveyed said they expected this Christmas to be
worse than last year.
But the thought has managed to deliver some early Christmas cheer, with the majority
of traders putting on pre-Christmas sales, two-for-one offers and complimentary gifts
with purchase.
Some 77 per cent of retailers also blamed increased interest rates for the lack of
consumer spend.
"Needless to say, retailers are welcoming signs from the (Reserve Bank of Australia)
that they will hold rates next Tuesday," Mr Zimmerman said.

Network Seven has defended it's planning of their JUSTIN BIEBER concert .. cancelled
following mass hysteria in Sydney early this morning.
The 16 year-old teen sensation was due to perform at Circular Quay at 7.40am for the
Sunrise program .. but police called it off due to safety concerns after more than four
thousand fans turned up for the free concert.
The Seven network says they appropriately prepared security but they had no way of
foreseeing the sheer number of fans that turned up.
Sunrise weather presenter GRANT DENYER says there was a bit of a crush at the front
of the stage and there were some girls fainting.
He says he was surprised at the interest in the event.
The screaming fans have now started to disperse after BIEBER sang one song in the Sunrise
Studio at Martin Place .. where the crowd had gathered after the concert at The Rocks
was cancelled.

KYLE SANDILANDS has been dumped as a judge on Australian Idol .. while the future of
his radio job is still uncertain following outrage over a radio stunt.
Network Ten programming boss DAVID MOTT has this afternoon announced the station has
sacked SANDILANDS from the singing talent tv show .. which SANDILANDS has been a judge
on since 2005.
It follows outrage over 2Day FM's breakfast program last week when a 14-year-old girl
was strapped to a lie detector and asked on air by SANDILANDS about her sexual history
.. during which the teenager revealed she had been raped when she was 12.
Mr MOTT says Australian Idol is very much a family program and that SANDILANDS' radio
persona had become too controversial for the show.
The future of SANDILANDS' top rating breakfast show with co-presenter JACKIE O is still
uncertain .. after it was put on hold indefinitely.

Vic: Buoyant crowd celebrates gay pride

MELBOURNE, Feb 1 AAP - Young and old, gay and straight, male and female plus everyone
in between, flocked to Melbourne's St Kilda on Sunday to celebrate gay pride and diversity.
The 14th annual pride march, with the theme of "Your Rights, Our Rights, Human Rights",
was attended by an estimated 50,000, despite the sweltering temperatures.
The biggest cheer of the day was saved for Victoria Police Chief Commissioner Christine
Nixon, who led the gay police contingent.
Ms Nixon made history in 2002 when she became the first commissioner to lead the Victoria
Police float.
To cheers of "Christine", rapturous applause and whistle-blowing, Ms Nixon thanked
the crowd at the parade at a function after the parade for their support during her tenure
in the state's top cop,
Ms Nixon will stand down from the job at the end of March.
"I wanted the opportunity to come back with a chance to say thank you to all of you,"
Ms Nixon said.
She received a standing ovation and returned to the stage to repeat her thanks.
Deputy Premier Rob Hulls fronted a contingent of Labor MPs and supporters, while more
colourful floats, included men dressed up as nuns, "Dykes on Bikes", cross-dressers in
hula skirts and men wearing just underwear and carrying a doll of Ms Nixon on a pedestal.
Unions, city councils, family and medical groups also had floats in the popular parade.
As Victorian Attorney-General, Mr Hulls received massive support for his role in leading
changes to Victoria's human rights legislation.
"Today is all about respect, about building a community where we all have respect for
each other and where every single person in our community is valued," Mr Hulls told the
parade-goers.
The party continued in St Kilda with a free concert.

Fed: Garrett says Gunns unlikely to meet pulp mill deadline
Timber company Gunns is unlikely to meet a deadline for providing environmental information
for its proposed two billion dollar pulp mill in Tasmania .. and Environment Minister
PETER GARRETT says it hasn't asked for an extension of time.
Mr GARRETT says so far he's approved just four of the 16 modules of the environmental
management plan for the mill.
He says others have gone back to Gunns for extra information and have to be resubmitted
.. some are with the Environment Department .. one's gone to the expert panel for assessment
.. and there's no sign of another.
Mr GARRETT's told ABC radio given the time it's taken Gunns to get the four successful
modules delivered .. it's unlikely they're going to meet the October 4 deadline for the
rest.
Australian Greens senator CHRISTINE MILNE yesterday challenged Mr GARRETT to release
a CSIRO report on the impact of the mill releasing 64 thousand tonnes of effluent into
Bass Strait every day.
Senator MILNE'S request for the report to be released under Freedom of Information
laws has been rejected .. but Mr GARRETT says she can appeal the decision .. which was
made by his department because the report contained preliminary and unverified data.

Vic: Petrol prices on the rise
MELBOURNE, April 16 AAP - Petrol prices in Victoria are expected to rise today as the
cost of crude oil skyrocketed.
David Cumming, spokesman for Victoria's motoring body, the RACV, said there were some
reports petrol already had reached $1.50 a litre in Melbourne's outer south-eastern suburbs
today.
But he said while prices would rise along with the cost of crude oil, it would be short-lived
because the price cycle ends today.
"If it happens, it will only last for eight to 10 hours," Mr Cumming said.
But Mr Cumming said it was unlikely fuel would return next week to the lows of about
$1.37 a litre seen this week, because of the wholesale price of fuel increasing by two
cents.
He said prices were expected to go even higher next week, possibly reaching 151.9 cents a litre.
"We'll be quite shocked," he said.
The price of New York benchmark crude oil early today crossed $US114 a barrel for the
first time, but prices began to ease in Asian trade later today.

Queensland Rail is warning .. yesterday's train derailment north of Brisbane is likely
to cause major disruptions for passengers until at least Friday.
No-one was hurt when eight wagons of a 29-wagon freight train came off the tracks at
Petrie Station yesterday morning.
It closed the line between Petrie and Caboolture .. and buses are running in the affected areas.
Queensland Rail is conducting an investigation into the cause of yesterday's derailment
.. and a freight train derailment north of Mackay on Sunday.

SYDNEY, Dec 29 AAP - Child murderers and producers of child pornography will be permanently
banned from ever working with children under changes to NSW laws taking affect from January
2.
Adults convicted of intentionally causing grievous bodily harm to a child would also
be banned from working with children under the amendments to the NSW Commission for Children
and Young People Act, NSW Youth Minister Reba Meagher said today.
The changes "will make it harder for unsuitable people to gain employment around kids
and will also make it simpler for employers to create child-safe, child-friendly workplaces,"
Ms Meagher said.
Under the changes, adults convicted of the most serious child offences will be unable
to seek a review of their ban from working with children, a spokesman for the minister
said.
"Adults convicted of the most serious crimes such as child murder or producing child
pornography will not be able to seek a review of their prohibited status automatically
banning them from child-related employment with no appeal," he said.
Changes to the Children and Young Persons (Care and Protection Act), taking effect
from Tuesday, will require courts to give weight to evidence that a parent or carer has
previously had children removed from their care.
The new rules also will apply when a person has been identified by the coroner or police
in connection with a child death.
Law changes designed to cut red tape for councils and to give more powers against irresponsible
dog owners will come into affect on Monday, January 1, a spokesman for Local Government
Minister Kerry Hickey said today.
Amendments to the definition of a dangerous dog eligible for immediate destruction
will be broadened to include dogs used or kept for hunting large animals such as wild
pigs, and dogs that display unreasonable aggression towards a person or an animal, he
said.
Other changes to the Companion Animals Act also will require all dogs to be micro-chipped,
with the exception of working dogs.

SA: South Australians urged to drink more water
South Australians are being urged to drink more water .. with statistics showing many
drink less than two glasses a day.
The SA Health Department says 12.8 per cent of children and 8.5 per cent of adults
drink only one or two glasses of water a day.
And 5.7 per cent of children and 5.5 per cent of adults don't drink any water at all.
The department's MICHELE HERRIOT says that's having dire consequences on people's health.
She says dehydration can cause kidney stones .. urinary tract cancers .. colon cancer
and decreased physical and mental performance.
Ms HERRIOT says not drinking enough water is also linked to obesity and tooth decay
in children .. because they have high-sugar soft drinks and sports drinks instead.

Papuan asylum seekers have been sent a clear message .. they'll be shipped anywhere
but Australia if they try to find protection here.
The government has toughened its asylum regime following a rift with Indonesia .. over
Australia's decision to grant temporary protection visas to 42 Papuans last month.
The Prime Minister denies the change was made to appease Indonesia.
But refugee advocates .. Labor and the minor parties say it is aimed squarely at Papuans.
Under the changes .. anyone entering Australia illegally .. will be sent to an offshore
immigration detention centre for processing.
The government hopes to send even those found to be genuine refugees to a third country.

ADELAIDE, Aug 12 AAP - Almost 800 people have come forward to give evidence to South
Australia's inquiry into abuse of children in state care, forcing a second extension to
its deadline.
Commissioner Ted Mullighan today said it was impossible to meet the state government's
deadline to hand down his findings next June.
"A little less than 800 people have contacted the commission so far," Mr Mullighan said.
"Nearly 650 of them were alleged victims.
"Experience now indicates we couldn't finish before the end of the year."
The inquiry, which started last December, was originally due to wind up after six months
but has already been granted an extension until next June.
Mr Mullighan said that deadline would not be met, despite a doubling of staff to cope
with the burgeoning number of victims.
He said there had been a large influx of people coming forward since May, when a interim
report was released detailing 34 orphanages or detention centres in SA where wards claimed
they were sexually abused, including allegations of pack rape.
A new report date has not yet been set.
Mr Mullighan said a number of alleged abuse victims, who contacted the inquiry, named
the same perpetrator.
"It's not just random," he said.
"I can think of one case where there's seven allegations - allegations by seven different
people against one person.
"There are other examples of that with lesser allegations against a particular person.
"I haven't yet formed a view that anyone (making the allegations) is being mischievous
or dishonest."
Only one person has so far been charged as a result of the inquiry: a 86-year-old man
who is facing six counts of unlawful sexual intercourse, three counts of indecent assault
and one count of procuring an act of gross indecency.
Mr Mullighan said he was not surprised there had not been more arrests.
SA's police paedophile taskforce was initially established in 2003 to deal with child
sex abuse within the Anglican Church and Mr Mullighan said police were still sorting through
those cases before moving to wards of state.
SA Families and Communities Minister Jay Weatherill today conceded some victims would
seek compensation from the government for their abuse and said "if the state has a liability
it will meet its responsibilities".
But Mr Mullighan said that was not the reason most alleged victims had come forward.
"It's very interesting that most of the people I've spoken to haven't talked about
compensation, (they) haven't come here for that purpose," he said.
"A few have, but not many."

Missouri-Based Online Marketplace to Buy Largest Competitor.

Dec. 20--EScout, a Lee's Summit-based online marketplace that links business buyers and sellers, announced a deal Thursday to purchase its largest competitor.
The Internet company formed by UMB Bank four years ago purchased Commerce One.net, a large online marketplace owned by Commerce One, a once highflying publicly traded e-commerce software company based in Pleasanton, Calif.
Alexander Kemper, chief executive of eScout, said the acquisition would make eScout the largest business-to-business marketplace in the world. The combined company would have more than 25,000 corporate customers and $2 billion in annual sales. The deal is expected to be completed early next year.
Commerce One.net handled almost 900,000 transactions with gross sales of more than $1.5 billion during the first nine months of the year, the company said. EScout does not disclose sales revenue.
The acquisition includes Commerce One.net's contracts with more than 1,500 companies that buy and sell through the marketplace.
Commerce One, which took a minority ownership interest in eScout in March 2000, increased its existing ownership share as part of the deal. No cash changed hands, Kemper said.
"EScout and Commerce One.net are the two leading exchanges in North America providing supply-chain services to Fortune 2000 clients," Kemper said. "The combination of Commerce One.net's great clients, people and technology with our 25,000 customers ... should provide both Commerce One.net customers and our existing eScout customers with new business opportunities and services."
Mark Hoffman, chief executive of Commerce One, said selling the online marketplace would allow his company to focus on software development. He said the marketplace was set up in 2000 to validate the marketplace concept and showcase Commerce One's software.
Commerce One.net's operations will be moved to Lee's Summit. Kemper said eScout, which has 65 employees, may add a dozen or more employees as a result of the acquisition.
Kemper said the acquisition would accelerate eScout's push for profitability by at least six months. The company now will be cash flow-positive during the first quarter of 2003, he said.
EScout makes money by taking a small percentage of each sale.
Commerce One was once one of the Internet's hottest companies, riding a multibillion-dollar wave as it benefited from hype over the potential for huge profits as corporations moved their business operations online. Investors believed marketplaces would make money by helping corporations save money as they automated the buying and selling process.
Commerce One's bubble burst, however, along with the rest of the Internet economy when those profits didn't materialize. Commerce One once had more than 3,700 employees and now has about 700 employees. The company's stock, traded on Nasdaq, has lost more than 99 percent of its value since peaking in December 1999.
EScout's focus has changed since the company was formed in 1998. Kemper launched the Internet company to provide online purchase services for small and mid-size banks and their customers.
Backed by more than $60 million in venture capital, eScout now focuses on larger, "Fortune 2000" companies.
Kemper said he believed the outlook for the online marketplace business was good. He said eScout signed up more corporate customers during the third and fourth quarters than "anything we've seen in our company's history."
While the business-to-business market was among the biggest losers when the Internet economy failed, Kemper said he believed the industry was poised to grow.
"It's been a very tough world to be in," Kemper said. "Folks overestimate the speed of change in the first three or four years and underestimate the growth 5 or 10 years out." The business-to-business market is about to turn the corner, he said.
As the market matures, Kemper said he believed existing marketplaces would consolidate. The deal with Commerce One, Kemper said, "establishes eScout as a consolidator."

Cool Clint doubles up to clip Chelsea's charge Chelsea's title aspirations suffered yet another body blow as neighbours Fulham struck at the death to claim a point at Craven Cottage. Clint Dempsey was the hero for the hosts, as a thumping far-post header grabbed a share of the spoils with seconds left. The American had poked the Cottagers ahead with just ten minutes on the clock, before Chelsea eventually battled back, Frank Lampard levelling matters. And the Blues midfielder thought he had done enough to claim all three points with a long-range free-kick, before Dempsey rose unmarked to rescue a point. Chelsea are now three points behind league leaders Liverpool after claiming just ten points from a possible 21. But Blues boss Luiz Felipe Scolari could not fault his players for their effort as he said: "We had six, seven, eight chances to score and got two. They had two, from free-kicks, and scored twice. We had possession, but we made two dangerous mistakes in our box and because of that we've lost two points, it was just incredible. "But we're in a good position, we just need to win games." Chelsea were hoping to follow up their comfortable Boxing Day win over West Brom but Fulham had other ideas. The Blues suffered another injury blow before the break, when Alex limped off to be replaced by Ricardo Carvalho. The changes clearly did not have too much of a negative effect as the Blues were level five minutes after the restart. Drogba was the intended target of a Joe Cole ball, but it was Lampard who fired home as the Fulham defence got in a tangle. And Lampard was at it again 20 minutes later, somehow beating Schwarzer with a 30-yard free-kick. The Blues thought they had the points in the bag until Dempsey powered home a Davies corner to earn a share of the spoils. And Fulham boss Hodgson said: "Credit to our players, they didn't lose their heads and they managed to score a wonderful late equaliser. It was a fantastic fighting effort." Deputy PM Nh-n on Tuesday made the affirmation at the opening ceremony of the 8th Asia Media Summit (ASM) in HA Na'(TM)i, which drew the participation of over 600 delegates, including policy-makers and experts, from the Asia-Pacific region.
The Government leader said the application of the latest state-of-the-art broadcasting technologies has enabled radio stations to expand their coverage to more than 99% of Via't Nam's territory while TV services reached 95% of' its land as since 2007.
At present, 67 radio and TV stations across the country offer to the public nearly 200 thematic channels. In addition, cabled TV network has also expanded significantly in the recent years, providing up to 50 domestic and 75 foreign channels.
Broad-band Internet services are now available in 87% of the communes, wards and townships with more than 20 million regular users and all schools across Via't Nam. 3G telecom services have been widely applied in the country since 2009 and 4G services are running on a trial basis, with the aim of enabling people, particularly young ones, to have access to mobile radio and TV programs, the Internet and other services from their mobile phones.
Deputy PM Nh-n said that the robust development of science and technology, particularly the increasing application of digital technologies has produced both challenges and opportunities to the broadcasting industry. Thus, the Vietnamese Government has worked out specific orientations and steps to be taken for the broadcasting industry along with instructing the trial application of advanced technologies in this service.
In 2009, the Government approved a plan to digitize the broadcasting transmission system to which Via't Nam will basically put an end to terrestrial TV transmission and broadcasting using analogue technologies by 2020, he said, adding that the plan signaled the country's determination to speed up digitization in line with global technological tendencies in the area.
The 8th AMS would serve as a platform for local and foreign broadcasting policy-makers and experts share experience and seek partners and cooperative opportunities in the current digital era.
The 8th AMS is scheduled to wrap up on May 26. The next summit will be held in Thailand in May, 2012.

CHINA'S 2009 COTTON ACREAGE TO FALL 11 PCT: ASSOCIATION
BEIJING - China's cotton planting area in 2009 is estimated to drop 11 per cent from last year, according to a report on the official website of the China Cotton Association (CCA).
CCA made the estimate based on its survey in May. It said that China's cotton acreage is predicted to reach 5.21 million hectares this year, down 12 per cent from its forecast in April.

VIETNAM'S RICE EXPORTS GROW - EVEN IN DRY ECONOMY
HANOI - As a sole exception to the downward trend of export activities in general and agricultural products in particular, Vietnamese rice exports have maintained consistent, steady growth in both volume and value since the beginning of the year.
According to the Ministry of Agriculture and Rural Development, in the first six months of this year, the country exported 3.8 million tonnes of rice, bringing home US$1.8 billion, up 25 per cent over the same period last year.

INDIAN BANKS CAN GIVE MORE RELIEF TO FARMERS: RBI
MUMBAI - India's public sector banks have been authorised to give more relief to farmers under the debt relief scheme, provided the lenders do not ask the Government to bear the losses.
Under the debt relief scheme, called One Time Settlement (OTS), farmers were given debt relief to the extent of 25 per cent of their loans, if they pay 75 per cent of their debt to the banking sector. The scheme is for loans that were overdue on December 31, 2007 and remained unpaid until February 29, 2008.

Joint Venture Operating Terms with Commercial Viability Timeline
On July 22, 2008, General Automotive Company and SenCer, Inc. entered into an Operating Agreement which sets forth the regulations, terms and conditions under which Advanced Composite Technology, LLC , the Joint Venture will be operated.
The Operating Agreement provides that GAC and SenCer shall each hold 50% membership interests in the Joint Venture. Initially, GAC shall contribute services and incur such costs and expenses as it shall deem necessary to determine the commercial viability of the Joint Venture?s business, of which services have an agreed-upon value of $200,000.

AmeriGas To Sell Arizona Storage Facility to Plains LPG Services.
VALLEY FORGE, Pa. -- AmeriGas Propane, Inc., general partner of AmeriGas Partners, L.P. (NYSE:APU), announced today that the company has signed a definitive agreement to sell its Bumstead liquefied petroleum gas (LPG) storage terminal located near Phoenix, AZ to Plains LPG Services, L.P. for approximately $52 million. The Partnership expects to realize a gain on the sale of approximately $48 million. The 3.5 million barrel underground storage facility provides LPG storage for the western U.S. As part of the transaction, AmeriGas will retain the right to store propane for its retail operations under a long-term storage agreement.
Eugene V. N. Bissell, chief executive officer of AmeriGas, said: "We are extremely pleased with the agreement reached with Plains to sell the Bumstead terminal. The proceeds of the sale of the terminal will be used for general partnership purposes."
David L. Lugar, vice president of supply and logistics for AmeriGas, said, "While Bumstead will remain an important storage location for AmeriGas retail operations in the western U. S., divestiture of the facility will enable us to focus our resources on our core businesses." The transaction is expected to close within 90 days, subject to satisfaction of certain closing conditions.
